Peak count in your usage during any calendar month determines your tier. If you peak at 47 concurrent sandboxes on April 15, you use the Pro tier (50 limit) for that entire month. We monitor and alert you when you approach your limit.
Yes. If you downgrade from Pro to Dev on day 15, you pay a prorated charge for 14 days of Pro, then Dev pricing (free) starts. No penalties, no minimum commitment.
